The workshop organised by EARSC, in collaboration with the EC-GMES Bureau and ESA and held on March 19 in Brussels, was successful in that it lived up to the main objective identifying the positioning of the different players and their respective functions and raising the question to stakeholders “Is GMES an opportunity for the service industry?”
One of the workshop’s main strengths, warmly acknowledged by speakers and attendees alike, proved to be its relevance to the representatives from the EO industry community and institutions who were all there to discuss the future opportunities for the Service Industry whether through the Core or the Downstream services.

EO based businesses will still involve a lot of new knowledge acquisition. Hence, uncertainty will be rooted in the business plans since the process of “environmental” R&D cannot be split into neat pieces, and the knowledge in the various disciplines needed to solve business issues is very often tacit or intuitive, which makes collective learning very difficult….

The European Space Agency and Thales Alenia Space today signed a €305 million contract to provide the first Sentinel-3 earth observation satellite, devoted to oceanography and land-vegetation monitoring, as part of the European GMES programme. As prime contractor, Thales Alenia Space is responsible for the satellite’s design, development and integration.

Issue

While the environmental consciousness is increasing in the public and in political circles, the remote sensing techniques and systems are considered more and more as essential tools to help manage our planet. With the start by the European institutions and Industry of the Sentinels satellite programs, in 2007 for Sentinel-1 and in April 2008 for Sentinel-2 and Sentinel-3, Europe is setting the cornerstone of its future operational Earth Observation program of Global Monitoring of Environment and Security, in the footsteps of the successful European Meteorological operational program. This system component is being developed hand in hand with the service segment constituted by Core and Downstream services, according to the terms agreed upon at European level. While the place of industry in the development of the Space segment is clear, its role in the development and implementation of GMES services at large is not. It is to attempt an assessment of the European industry achievements and of the way to create new opportunities for industry in GMES Services that the 2008 EARSC Workshop convened in Brussels on March 19, 2008 with the support of the EU and of ESA.
